Right clicking the tile doesn't give me any options to move it, the barrel has no bill menu or inventory. I think you right click the barrel and select [Fill with Wort]. Make sure the wort is allowed. Right clicking the barrel also does nothing. A pawn that hauls stuff will do it automatically like fueling something.
